David Emerson Issue

It seems that David Emerson is going to stay a PC until the next election. For the record, what he did was morally wrong, but not legally wrong. I remember somewhere in the PC election promises that they were going to do something about people changing parties. I do believe they would have to hold a by-election before they could switch. I hope they do put that legislation in place because I do believe it makes the person accountable. If they get voted back in...great. If not...
